I always got the impression that Lina would hate to put on a dress and jewelry, etc. because it's just too girly and not practical. On the other hand, we all know she loves to steal jewels and the like xD She's wearing a dress here (supposed to be), not a bathing suit-- as someone has already told me it looks like. I think the blue color kinda made it look like a swimsuit-- like the kind all the high school girls in anime wear. Tho the jewelry and stuff is obviously not part of a swimming outfit xD
